Paul, that appears to be either Mi. K1 from 1887 or Mi. K2 from 1897, depending on whether the flap on the reverse is perforated through (K1) or not (K2). See here for examples.
The text on the reverse is "In denjenigen Verkehrsbeziehungen zum Auslande, wo das Briefporto 20 Pf. betragt, ist das Franko um 10 Pf. in Marken zu ergänzen.", which translates roughly to "For international postal routes where the letter rate is 20 Pf., the postage must be supplemented with 10 Pf. of stamps."

Thanks Jed. There are no perfs so it must be the K2. There is also what appears to be a signature inside. A name and Frankfort A/M. Curious.
